Dear Sirs,
We beg to acknowledge receipt of your favor of the 22nd inst. and carefully note all you write regarding the proposed scheme for the limitation of freight rates, particularly as to the difference between Marseilles & Algiers to which you refer.
If we have the opportunity we shall urges the points you make if we are called to another Meeting at the Board of Trade.
When speaking on the telephone today we pointed out it was hoped by the Authorities that the maximum rates fixed would be higher than the current rates of freight in view of the downward tendency of the market generally in consequence of the increased control which our Authorities are gradually obtaining over neutral tonnage but of course the point you mention, viz. that Owners would always wish to obtain the schedule rates, is a strong one.
We took an opportunity of telling Mr. Holmden thsit it was strongly reported both in Cardiff & Newcastle that the proposed schedule rates were to come into force on the 1st September and he informs us today that having had a word with Mr. Hipwood on the subject he thinks that the date originally named by that gentleman, i.e. 1st October, is more likely to be the case.
Your Newcastle House write us today that they think the difference between Cardiff & Newcastle should be fully 5s/- per ton instead of the 2s/- proposed.
We are, dear Sirs,
Yours truly,

James Burness & Sons
